For some reason, no matter what I do, I can't reduce my breast size so that I have no breasts. I've used pretty much all the transformative items with that effect and have also done the Dr. Lash procedure to reduce my breast size, but nothing has worked. I also don't remember what increased my breast size in the first place, but I believe it was an event? Any help would be greatly appreciated

Sounds like you have a permanent modifier, which may nor may not be a bug.
Are/were you lactating? If so, you should be able to Hand Milk it out.
I know the perk from the Zaika transformative was/is buggy.
Do you have the MedImplants or Medical Milkers?
The Save Editor will probably work.

I do have the MedImplants, yeah, for the combat usage. Is there no way to reduce the breast size while it's installed?
It gives a minimum, but you can't go lower than that, I don't think.
If you have a penis, Power Boner will restore HP (& Energy) when you reach 70(?) Lust. Scales with Libido. Also triggers if you already have 70 Lust when entering combat. Admittedly, not a great option if you want to keep Libido low or don't want a penis.
If you don't want a penis or breasts, I guess there's the Arctic Nurse Rescue Outfit. Not very good as Armor, but it can restore 1/2 Max HP once per 12 hours. It also enables Flight.
