Femininity is tied to multiple other factors.
Big lips (Lip Tease)
Long hair (Ceria's Salon)
Wider hips (Thick n' Shake)
Big ass (Junk in the Trunk)
Estrobloom does all of these as well. But, if you're trying to reach Androgynous, you'll likely need to start increasing specific parts after a certain point.

I once had a character with a feminity score in the thousands... all it took was miles and miles of hair.
Just enough to reach a Gender Alignment Score of 45-49. Which parts specifically won't matter as much until you start getting close to that. Once you've reached that, you'll be able to make some minor adjustments that fit what you're looking for.
