I'm trying to get my character to be mostly androgynous or just leaning a little towards masculine presenting without a penis or testicles, it seems like anything that can make your face or body move even a little more towards masc, like the femboy treatments, tend to give you male genitals as well, which I don't want. How do I avoid that?

I think the easiest way would be to start as a female, use ManUp until you get the masculinity you want, and either a) save-scum during the process or b) get rid of the male genitals afterwards. The former shouldn't be too much effort, since getting a cock or balls from ManUp is much less likely than getting any other TF from it; the latter can be accomplished through either Doctor Lash or overdosing on Condensol enough times.
It means save and reload if you don't get a desired outcome. It's generally used when faced with random chances in rpgs, like how speech checks in Fallout 3/4 are a random chance, so leveling speech is pointless because you can just save before the speech check and reload when the check fails. Reloading a save until the desired outcome is achieved is often referred to as save-scumming.
