Im currently trying to complete bizzies quest by buying dizzie, how do i increase relationship in order to buy her?

You have to go to the party. If you improve your reputation with Paragon during the party, you can buy her for less money, but it's not required.

Wait, so, you don't need a good relationship with paragon to buy her, it just lowers her price?
