Can you take the treatment at a certain time of day to have a higher chance of getting some of the bovine TFs (ears, tail, tongue, aetc,.)?

No. You can figure out when the various TFs happen and save-scum if you don't get them.

TFs happen on the in-game hour, not on exact hour(s) after you've taken the Treatment.
