That's if your a patreon the public version is around 16th to 18th thats a ballpark at best.

Specifically, the Steam version updates the same time as the public version's release. If you buy the game on steam and become a backer you'll get access to a backer code for use on the Steam version. Updates usually follow something like this:

It's by design. Patreon etc. backers are paying a monthly subscription for early acces while Steam users pay once, for hands-off updating, achievements and cloud saving.
