How do you remove all lactation from your character?

Depends, if you have Hyper Milky you never stop lactating even if you don't have breasts. Otherwise, just stop milking yourself and eventually output will eventually cease.
Rack Removal stops all lactation even if you have Hypermilky. It's just the perk itself that remains.
