One build I make one of my characters is for him to be a femboy with a slender build and slightly thicc thighs and butt. One thing I'm having trouble with the chest as I'm trying to give my character a flat, soft, girly chest but having trouble getting the proportions right. How do you do it?

Low Tone and really low Thickness should do it for the chest description, then TF your Butt/Hip rating to where you want it. The wiki has a list of ways to alter the first two stats (what you'd need depends on where the stats are now) and Purple Egg infused with Juicy Peach can raise the latter two.

You... go to the Appearance screen and look? Possibly cycling it a few times because the parser-based descriptions are all semi-random? If 'soft and girly' doesn't show up at some point, try raising your Femininity without pushing it to the point that the game considers the Champ a Shemale because that will affect your pronouns and I'm guessing you don't want that.
You can hard-lock your pronouns to male ones iirc and then push femininity to its highest reaches. You should end up with distinctly and increasingly feminine features but will still be referred to as "he." Simply avoid careless use of the Witch Outfit Set, the Shield of Brawn, and the Hornet's Ring afterwards, as well as Thickness-increasing foods, and this should remain unchanged until you use a transformative.
