A prerequisite is that you took Etheryn up on being a Baron of the Winter City.

Do you mean her sex scenes? She needs to be at the Wayfort, and you need to have completed Wayfort Renovations. After that, Flirt is available from her menu.

Make sure you're playing version 0.4.30 as well. If you're on the most recent version and you've completed Wayfort Renovations, send through your save file (go to the save screen, Save to File, and then post that file to the forum).
