How do the Tier Transformatives work?

I'm trying to transition my current Captain Steele (who started out as a composite character of Whitney from CoC 1 and Wolf!Sarah from Peter Is The Wolf, but not human!Sarah 'cause human!Sarah is a bitch) into a proper cow-girl with bovine ears and legs.

The effects are random, so it's hard to say. The more of the lower-tier you have (or limits you've reached), the more likely the remaining ones are.
