Using his ex-cultist set and he just doesn't seem to be doing a lot of damage, is his ohter set better and how do i unlock it, or is there a way to use him that makes him do more damage?

Companion Analysis Thread
The gist is that Quin is decent for enemies weak to lust attacks i.e. The Unstable Elementals fought in the quest Divine Pussy.
Quin's other set is more of a tank than a damage dealer. You unlock it once you cheer up Quin and have Atugia.
For story reasons, Quin is insanely useful for part two of the quest Winter Wolf.

Yeah, Quin's base set is specifically good at dealing damage to enemies who are Weak vs. Horni (unfortunately Bimbazzy is just better at it) and his second set is designed to tank rather than be DPS and is actually pretty good at it. He's going to be getting reworked Soon-ish thanks to bluebird doing some work on his sets, though it's unlikely either current set will change its core focus..
