I´ve already met her in the Frostwood and Old Forest, but now I´m sitting in Southern Harvest Valley and she just doesn´t appear.
How do I trigger Valencia´s Third encounter

I encountered her in the bottom half near the centaur village, so maybe that event only occurs there. The area where gnolls and slimes appear. Or RNG is just not on your side.
So, I assume you didn't ever click the [Leave] option upon encountering her? If you did so after the Old Forest that would explain you not meeting her in the Harvest Valley, as leaving removes her from the game.
If that is not the case and you didn't ever [Leave] then you could have potentially met her but not recalled the encounter. The way you could check this is, she will be found on one of the tiles North of the Marefolk village (actually from what I can recall she'll be on the first tile in the Lake division - the first tile you'd step on when coming South from the Shallow Riverbank then going East).
Aside from that, if that doesn't work you'd maybe have to check your save to find any mention of Valencia_Left / Valencia_Leave (not an actual variable, just what it would probably be similar to) or the like.

Okay, so firstly you'd have to go to the save options in-game then click the save to file option. Secondly, from there you can right click the save file (most likely will be in your downloads folder) and select open with, then choose either notepad or wordpad (assuming you're on windows). If you're on mac / linux any other text / .txt editor should do. Thirdly, from there you'd have to search for anything pertaining to "Valencia" (pressing Ctrl + F and searching for "Valencia").
Although I'm sorry if the above does not work, I'm uncertain whether checking your save will provide any solutions (sorry for misleading you).
To find a solution might require you to first check the area North of the Marefolk village for Valencia or potentially start a new character in order to see Valencia's content (or even submit a bug report if you truly believe this to be a bug).
