I thought that the sourmorian rail gun and hammer were the best weapons in the game? Why are they green tier?

1. 'Best' is a matter of debate. The Railgun has the highest base damage, but I'd say the Ice Cappers are about equal in terms of actual damage output. +10% Critical chance vs Can't crit, a much higher base accuracy and no Evasion penalty adds up.
The Hammer isn't even the highest raw damage Melee weapon, and the Accuracy penalty hurts it badly. I'd rather use the Custom Shock Gear for it's Bonus Hit Rate.

2. Even if they were undisputedly the best weapons, I wouldn't expect them to remain so for much longer. I give it 1 more tier for them to be completely outclassed.

3. There aren't that many Rarity levels right now (Common, Rare, 'Custom'). I think it's Common: White, Rare: Green, Custom: Purple. Technically, the Railgun and Hammer are good (and only available once) but not custom equipment, so 'Rare'. Likewise, I'd think Tam-Wolf 2.0 would have upgraded Rarity (military-spec hardware), but it's still Common.
Dancing Flash Blade and Lash Cannon are Purple. Phasic Whips are all green, despite technically being customized by Steele. SteeleTech Laser Sentry is White, despite being put together from salvaged parts by a Tech Specialist Steele, thus 'Custom'.
Yappi Strap: Green
Masterwork Yappi: White (what?)

So far the rules seem to be
Store-bought: White
Loot or Sidequest reward: Green (though Decent JoyCo Shield is green...)
Custom: ??? (Not enough data.)

Edit: Thinking about it a bit more, it's known that items have a stat budget. I think some items have a slightly higher budget for their tier/level because they're intended as rewards for Sidequests. These are the ones designated Rare or Custom. Rare is thus an indicator that it's likely better than other items of it's Level.

That's for the devs to know and us to find out, I guess.
If they did, it would likely dilute the idea of stat budgets depending on item level.
