I can't seem to find him in the village in my new playthrough (I accidentally saved over my old file a week ago so I've been redoing everything RIP) and I'm almost 100% certain that I encountered his event. He's just not there. I don't care that much, I don't find him particularly interesting, but it's weirding me out and denying 1 more completed quest on my list.

You, in fact, haven't had the encounter on this save. Spam the explore button and you'll find him.
I literally just clicked back to this tab to say I found him - I could have sworn I had, absolutely wild. Must've been a different save, or I save scummed back over having done so or something. There's so many fucking early game old forest encounters, hard to keep track of them. thank you.
i legit have the same problem. thought i had him, ive pretty much completed the old forest content. just a couple of things, but still no sugo. what are his encounter rates?
