I mean, seeing as how that's the only attack from the only enemy that has any chance of defeating the player on F.I.R.S.T.-14?
Probably.
I really wish they rebalanced the encounter rate so that the Techie didn't show up 2-to-1 in comparison to the Scavenger (started a fresh Kineticist run earlier today, checked my encounter rate after finally getting an Arc Sledgehammer, and it was 20 to 11). The Scavenger has better loot and can be defeated reliably in 3~4 turns. The Techie however takes 6~12 or more turns to defeat with Tease attacks, and that's assuming that RNG doesn't completely fuck you with a bunch of 0 damage turns and gives the Techie time to ready her insta-win move. In practice, it means you spend 4~5 times more actual time dealing with the Techies, because even when you can win it takes so many more turns to do so and is never as reliable as dealing with the Salvagers (which again, have the better loot, especially if you are a Kineticist and want a weapon that can do Crushing damage to trigger Deep Freeze's shatter effect).
