Good program to make a slave management game?

Hello, I'm interested in trying to make a text based fantasy slave management game (since I have the whole summer holidays). However, I have no experience regarding coding and stuff like that so I was wondering if the more knowledgeable members of the community could point me towards a program that is good for beginners. I heard that twine could work but apparently is not the easiest to use.
When I say a slave management game I mean something similar to free cities not the games where you are given predetermined slaves to train.

The most important thing would probably be to avoid using programs/engines that are not suitable for making a slave management game. The sort of scheduling system you need is actually pretty easy to make in most systems, though I'd recommend trying something else to start with to learn some basic coding skills before you start on slave management. Do something small and simple that you can get done in a short time using whatever program or engine you decide to go with. If you can, try to set goals or requirements that will help you do your slave management game without being as complicated. Setting up a design and list of goals/requirements for your final project before you do the test one would be a great way to figure out what you need to learn and what you should do for that smaller project.
