Getting into the Slums?

I'm trying to follow up on the Black Knight, but the quest is telling me to look for a Guard in the Outskirts. I just can't find him. Is this unimplemented content or are we looking for a particularly elusive guardsman?

You can't finish the quest yet, they just forgot to put it in the journal.

I see. That makes way more sense. I got stuck wandering around the city looking for an in but never saw it lol.
