It's not reflected in the Codex Combat stats, either.

My best guess is it's described as 10% resistance to 'Thermal' damage. To my knowledge, there is no such thing as Thermal damage. There's Burning and Freezing, but no Thermal.

Correcting "Thermal" to "Burning". I will have this corrected for next patch.

Given it makes no changes to freezing resistance, it shouldnt affect Sophora's ice damage at all, which makes it funny that you got different values during testing.

What is your testing methodology? The value is applied when the Perk is gained via the level up screen. So if you give yourself the perk manually via a save editor or console, it's not assigning the damage resistance. If you gained it normally and remove it via console or save editor, then you are not removing the resistance adjustment.

I leveled up normally.
I tested Burning by bugging Dr. Lash a bunch before and after Helldiver.
I thought at first it was Burning, but having found nothing, I decided to test Sophorara, since I knew she had a Freezing attack, and Thermal could plausibly be Burning or Freezing.
I noticed auto-perks aren't added to the list until you take a discretionary Perk. Maybe that was messing with my tests?

While I have your attention, Gedan wanted your input on a Vaulting Strike balance suggestion.

I can confirm that something is bugged with resistances.

Despite having Tough & Helldiver, my PC's base resists seem to be unchanged. Forwarding to Geddy to investigate.

Fixed, and the changes should be retroactively applied to existing saves that have the perks but not the benefits.
