Just gonna start out saying that I don't know if this is intended with Cleave in this fight.

The two saves provided, one with Cleave, the other without, have been edited. Once with the save editor to remove a perk, and moderately with console edits for cosmetic changes. The cosmetic changes have not been done outside the bounds of normal transformations available in the game.

The saves provided stand right outside the AI Typhon's room, just move west. You will see that with Cleave, performing basic melee attacks allows 3 attacks per turn, where without Cleave, only 2 are performed. My character has no way of performing 3 basic melee attacks on a single target per turn.

Reading Typhon's introductory text, the fight is assumed to be against multiple turrets, but the only target in the fight is Typhon. This is what is causing my confusion on whether Cleave can do this in this fight or not.

TiTS bug.json is with Cleave, bug2 is without.

Not a bug.
Grants an extra, low-accuracy swing when fighting groups of enemies or “plural” type foes.
Typhon is a 'plural' enemy. While he's only one enemy, what you're directly attacking is the turrets, which are multiple.

nope, doesn't make sense. first, it is assumed you're attacking Typhon, which explains why my hammer, when it stuns him, prevents attack for the round by everything. second, the more you wear down Typhon, the more turrets are deactivated, cause whatever damage you're causing destabilizes him.
all this leads me to believe you aren't attacking the turrets, you're attacking Typhon to destabilize him, which deactivates turrets in sequence.
