I believe it is just a save edit, I didn't know that either, but for safety reasons I wouldn't do it.

You can't, yet. From what I can tell, Fenoxo convinced/pressured Savin into letting him write content for Anno getting a cock, but he hasn't gotten around to doing that yet. These petplay scenes were the only content written for Anno after this happened, so it's future-proofed for if/when that happens.
