Fungus Quest

I'm pretty sure I'm hell as late to the party for this one.
But I have no idea on how to do the fungus quest.

For me, I feel like I have done most of the quests, but sometimes I fall flat on my face on solving some quests.
Can someone direct me on to where to go and what to do for this quest?

My save file is right here. Also, am I missing any other quests?

I checked your save file. All you have to do is talk to Hethia. She is in the winter palace in the winter city.
