Does anyone know if it's possible to encounter the forgehound after beating him the first time? Or is he just a one off encounter?

Once you beat him, you can't encounter him again. You can encounter him twice, but you have to apology-fuck him in the first encounter (not submit; that leads to a Bad End), and not fighting him in the second encounter will result in a Bad End.
