I've turned in Dr. Badger in to the cops, but I forgot about the Pexiga. What flags to I need to change to get Dr. Badger back?

You would probably have to delete the value for the DR_BADGER_TURNED_IN flag.

In my game she's still around and that flag is undefined/has no value. And make backups as you go.

You can also talk to Dr Lash he will make a distraction that will get the peacekeepers away so you can break in.

There's a cheat you can use through the console option in the Codex "beshineforever" I think, that can alter Badgers state.
