After taking Booster Pack, every shot is an Aimed Shot, unless the target is Flying, whether I had Booster Pack active or not. My test character has Wings, if it matters.
Booster Pack doesn't avoid the Overpass in Feruze's Dhaal fight.
The initial Flurry attack is always Ranged. According to Fenoxo, this is intended.Grants the ability to take to the sky with backpack-mounted microboosters for four turns. While launching, make one flurry attack with ranged or melee weapons as appropriate, and gain the ability to sneak attack or aimed shot non-flying targets while flying.

2) I considering having it consider stat weights and such, but it just made more sense to snap off a ranged attack as you’re launching ‘away’.

Not technically a bug, but something to keep in mind: Flying for the Player isn't as useful as one might think. Most enemies don't actually use basic melee attacks. They have melee-themed special attacks, which ignore Flying. While I didn't test every enemy, I think I got most of the common ones. The only enemies it meaningfully affected were Naleen Male/Female, a Ganreal & Slamwulfe Drone.
