Kia's dialogue about some expensive carpets appears if the PC is the only member of the party. It does not appear if Terry is there as well.

“That is true, PC,” she replies, “but I cannot help but wonder if this is such a good thing. You have seen the way people live in the slums. Would not some of the wealth spent on carpets be better used to assist those in need?”
You point out that certainly helping is good, but it is best when those who have the wealth help of their own accord. It’s a difficult thing to force people to give charity.
