The former is a summon you obtain from the new tile in northeast Harvest Valley after solving the puzzle. The latter requires you to go to Nieves' shop in KM before you can visit her home.

Is she only a summon or does she get a scene?

Only a summon right now, but Savin confirmed that there are plans for more later.

Also there's been some discussion on Discord and it sounds like she's going to have her Threat generation tweaked to make her better at her tanking job.

Neat, surmised that was the case since she had a naked portrait. Hopefully, she plays a role of some kind and isn't another filler character. Didn't have a prb with her tanking since there are many better options for that role but good to know.
