Fei An Strozo Trouble

Im trying to do the quest for Ara Kei involving the Quadomme's and when i got to the final one i decided to go for the transformative as i didn't want the bad und but i can figure out how to encounter Fei An Strozo to give the TF to them, any help on what to do here?

This is a known bug that has been reported at least twice. To solve, save edit or use the console to set flags.FEIAN_LOCATION = 2F7.

In browser, the console is the most convenient: press F12 or Ctrl+Shift+i to open it, type flags.FEIAN_LOCATION = 2F7, and press Enter.
