Fancy Slave Collar cannot be removed normally. Shekka and Urbolg can remove it.

Syri can be made a Hellhound if you've done the Event Whorizon Halloween event.
1. Choose 'Anno's Hot' or 'Get Help'.
2. Talk to Syri about 'Hellhound'.
3. Talk to Dr. Lesseau about 'Siri Help' and choose 'Go Hellhound'.
If you've already done the integration open the Console with F12:
flags['SYRI_GENEFIX'] = undefined
flags['SYRI_PREMOD'] = 2
Then go to Dr. Lessau again.

Hellhound for Steele is different. It's a mix of Demon and Canine.

is there a way for me to become a hellhound?

This should do most of the heavy lifting for you, but you may have to make further changes on your own. I think they made a change to the system since I posted this that renders the last addition moot, but for the most part, it works.

Use Lupinol to get a few Lupine attributes. Limbs, ears and a tail works just fine.
Use Lucifier to get some Demonic attributes. Horns and wings should work.
As previously stated, the Dong Designer on Zheng Shi should get you the last addition..

I believe the "Bull" treatment is also in the mix for the Hellhound Syri but Amazonia well fill in the height and muscle parts with less side effects.
