For some reason this scene plays even though ive long since passed by when it should have. save file included, just approach the vip bar

Mark an issue as possibly fixed.
Looks like the event procs the first time you enter that room - it appears to be possible to navigate around that room without ever actually going into it.
I didn't program that quest and haven't played it myself, which puts me pretty far behind on figuring out what the limits and intended path are.
Which means I'll have to play my way there from scratch and figure out what's supposed to be going on.... sigh

Hopefully fixed for the next release.
Because the scene is so minor, you can view it and it won't affect the actual sequence of events you've already taken in the quest so far. The update added a quest log for the quest, under Zheng Shi's Side Missions, and viewing it will automatically flag that event as being seen if you already seen the scene after it already (otherwise, if you've are still on the quest and want to see the scene, just don't open the quest log until after you've encountered the scene). The event that triggers in the Madam Office should no longer trigger prematurely until after you've seen the Bar scene first--just so the scenes fire off sequentially as intended.
