the interactions with kas or the new siorcanna event don't trigger but i have the the letter "Gift For A Queen II" and the Abyssal Depths alr finished

I tested your file and it worked fine for me. Odds are you aren't a backer and don't have access because of that.

No. People who put money towards the game (through sites like Patreon, SubscribeStar, etc.) Backers get new content before it goes into a public release at a later date.
