Elthara at Wayfort

So I can't tell if my game is bugged or not because everytime I talk to to her at the Wintercity she says roughly when she will be visiting but either she never seems to show up or once in a while she does but it immediately says that she is heading back to the Wintercity. Is there a specific tile she shows up at in the wayfort that I'm not checking or is there any other reason she might not show?

She shows up one or two spaces right of the Waystone. You should get a letter in Hawkethorne when she goes to the fort.

I've gotten that before but then it said she was leaving when I went to the wayfort.

That means you were too late. The letter arrives regardless of how long she's been there.

She's there for like 3 days out of every 2 weeks.
