Dual wielding and Off-handed weapon stats?

So I'm trying to figure out what stats apply from your off-handed weapon.

For instance I've noticed that if I equip an offhanded weapon with something like spell power increase that I still get that stat in general. However I wouldn't get that from something like evasion.

In short I'm trying to come up with a list of what stats do and do not apply for a weapon that's in your offhand instead of your main hand.

I may be wrong but are you referring to the stat reduction off-hand weapons get? I'm pretty sure all weapon stats are halved for secondary weapons.
