Dr. Badger Save modding

So I was wondering if getting Dr. Badger un-arrested is possible by just changing some flags in TiTsED or if its not that simple? And if so, which flags would need to be turned to what?

Badger_Quest and Dr_Badger_Turned_In would be a good place to start. Deleting both of those should revert her to normal. There might be some flags on Penny's side that would need deleting if you feel like turning her in again afterwards.
