Yeah, this is basically what I was thinking when I made the original post. At first they're probably heavily restricted, maybe you even have some kind of physical control over them (like a shock collar or something), and then you kinda earn each others' loyalty and they get more freedom. It's also an interesting moral dilemma for more 'good' Steeles. I mean, that feels an awful lot like slavery, but if you rehabilitate and free them that's a good thing, right?

It also occurs to me that the problem of redeemability (is that a word?) can be addressed with that dynamic as well. After all, very few people set out to do evil for its own sake, there's usually a story there that can give understanding, if not justification. Though that would probably be easier to do with a hypothetical future inmate who isn't an actual mass murderer. I mean, if their stories went differently it's plausible that people like Kara or Saendra could have ended up in Gastigoth. Or even Steele herself, if she has the smuggler background.

See, I think that this would ultimately come down to one person writing the material, but simply because they want it.

Admittedly there may have been plans originally in place for the other convicts, but at the same time each convict had a sizable fan base to warrant new content. Or in Sam’s case, two expansions.

I don’t know if Badger warrants that much attention. Sure, there are people who dislike the character, but more than a few simply avoid her simply because she is not integral to the plot. I mean, you had to fight the stellar tether crew and Sam plays a role in filling the background of one of the main factions, but Badger....you don’t even have to go to her lab. A lot of people just ignore her.
