Does the kiyoko summon get stronger the more tails she has or only through Presence?

Tried to test it.
Champ was 4th level with 6 Presence.
This is just after birthing Kinu and she has four tails.
This is after her second child and five tails. No change.
It was the same at six tails.
This is after drinking Lover's Dry to raise Presence to 14 (at four tails). Definitely much stronger.
This is after Champ gains a level (Presence went up 1 automatically to 7).
So it looks like it's pretty much all based on Presence.
