Does Frost damage lower fire resistance?

Does dealing frost damage to an enemy lower their resistance to fire damage?

No. Unless a Power specifically inflicts a status effect (and it will say so in its description) or an enemy has a special weakness like Lusina does to Fire damage, doing damage of any given type does not inflict any kind of special penalty to the enemy.
