Does anyone know how to get Kaede to appear on Uveto?

They skip from the Myrellion and New Texas encounters straight to Canadia.

You need to have fucked her, met her on Myrellion or New Texas, and have met the group of Steele Tech and RhenWorld employees who greet you right before the elevator down to the surface. Meeting her will also only happen while exiting the ship.

I've done every variation of this; even used to the console to check the flags were active. Feels like its either bugged or has some other obscure prerequisite, wondering if I should post something on the bug report side at this point and hope someone on the coding side gives me a hint.
