This is moreover a general shopkeeper bug. You could buy stuff from Sera's shop from Nenne if you leave Sera's shop open for a while, and then went to buy from Nenne.

You could also get cybernetics from Carl's shop if you did the same with the Dhaal Cybernetics NPC.

I don't know much about how the bug happens, it's just random chance and usually once per playthrough in my experience.
