How do I get this skill?

You can't, I presume the intent is for you to ask/pay someone else to do it. Ogrish and Rags probably can't do it, Ogrish has already established that he lacks the finesse to work with jewelry, presumably the same goes for Rags. However Nelia does. Though there's a stark difference between a necklace meant for Azzy and a Queen's Crown, she may or may not have what it takes either.

I don't think repairing the crown is actually implemented yet though.

It wasn't to long ago but Savin said that it isn't even the real crown.

Yeah, it's not the crown that Alissa wore (and made off with) but it's obviously being set up for something in the future.

Hmm now you got my mind running. But when she ran off it didn't say she picked up her Spear and crown again just that they fell. I probably just missed it.

I don't remember if the text does say anything but when Savin talked about the royal crown he mentions that Alissa has it.

That said, he could have meant that it's the crown she was wearing before transforming, without implying she absconded with it after becoming a demon. It's not entirely clear.

EDIT: Derp, it turns out that Savin told us what happened to the crown (and it was a response to me, so you'd think I'd have remembered) ages ago. Elthara's holding onto it.

To be honest, I'm not sure what the items we get from Spectre of the Wyld are about, since they're not the royal crown but they pretty clearly go together to make one and they're obviously Important.

Hmm Alissa could be wearing the main component, and everything we have could make a bigger crown? Possibly but if that's what it is hope that it isn't to big for Ryn.

They aren't components of the crown currently in use. This may shock you, but if a crown is lost or broken, you can just make another -- which is clearly what the boreal elves did at some point in the past.
