No. Corrupted salamanders, are weirdly enough just corrupted salamanders. Dragons are a race of their own entirely, and as such only dragons are actually dragons. Surprise, I know.

I think the OP meant that the two appear to be superficially the same as per their transformation effects. I can't be sure, though.

That said, my understanding is that salamanders, corrupt or otherwise, have magic fire tails. There is no specific "dragon" transformation in the game though one might presume that dragons and dragon-morphs don't have magic fire tails.

Yeah salamanders have both ice and fire, dragons are dragons, they're TF wont be in for a bit.

Scale Salve grants a lizard tail free of magic fire; that, combined with salamander mods, could get your transformation nigh-onto dragon status.
