Consensual Zil

Kind of a silly question, but is there some prerequisite for triggering the consensual encounter with the female Zil, or is it just a really low encounter rate? I do get two different encounters, one where she tries to force herself on me and one where she's just reclining, but that one only gives me the option to leave or attack.

25%, but if you fight friendly one she'll be offended and won't offer you consensual until you meet her and leave without fighting.

I'm pretty sure that the friendly female Zil is supposed to be a repeat encounter (you keep encountering the same one) whereas the hostile female Zil encounter is just random females.
