Combining classes / once you max one you can add another of the starting classes to your list of perks

i havent seen the level cap raised ever since i started playing so maybe once it does this might be a good incentive and also allow more flexibility to certain situations

Probably not. However:

I doubt Tech Specialists will be the only class with an increased cap.
