I know she's been out for ages, but I haven't figured out a reliable way to beat her outside of throwing out ultimates. Is there a team/gear comp I can use that will let me defeat her without using them?

Uhh I forgot, I think her water elementals aren't required for defeat? You just need to defeat the harpy herself. I think she's also resistant to frost damage but performs a lot of frost damage herself. Get a tank for her to aggro on and a kunai or other bleed effecting item to reduce her healing and nuke her. If you're a tank yourself, equip frost resistant gear. Have an AOE stun power if the water elementals are too obnoxious

Stun the healers (and her if possible, but healers first) and look into getting some Bleed. Bleed halves all healing recieved, very handy for slowing down healers.
And yeah, you don't need to kill the elementals. Just beat up the harpy and the fight ends.
