They are not; the devs, in general, don't like people modding their games. I wasn't around when modding CoC was a big thing, so I don't know anything for certain, but apparently there were some mods that added content ranging from "poorly-written" to "banned/extreme", and some people thought the modded versions were Fenoxo's work, which caused problems. Additionally, modding to add new content (so long as it's of good enough quality and isn't banned or lore-breaking) isn't really needed for TiTS and CoC2, as both allow community writers to submit their own content.

Ah. In that case, no, they don't have any plans on making TiTS/CoC mods for other games. I'm also genuinely unsure if they'd be opposed to others making such mods.
