To be fair, even if ISPs were prevented from collecting private info, the companies behind the browsers themselves collect that same info. The ISPs are actually not the main privacy breachers, as they only get the information that is created on their systems, so if you use internet that isn't registered in your name, ISPs can't attribute that history to you. The browser can track you from any internet system.
