The final roll from accuracy is modified by the opponent's evasion. There is also a dodge ceiling and floor.

A "dodge ceiling and floor", now that's a concept I'm not familiar with. From the name alone, I can't quite guess how it would work.

The roll would have been 1d100 + 254 - 49 (the Evasion of an Imp Shanker with Guarded Stance on). 1d100 + 205 couldn't have resulted in something under 120, so maybe this unknown factor is what applied here. If it did, it's a super strong effect! It would have functionally lowered my result by at least 87 Accuracy, which is bonkers.

Too tired to figure it out tonight, I'll take another look tomorrow... if there's a way to use this to a character's advantage, it would be awesome.

Hrm.

I took the time to painstakingly destroy a group of Kobolds and two groups of Hobgoblins using nothing but Sure Shot and couldn't replicate the non-crit. I even cast Blessing a bunch of times in case getting the bonus over 255 broke it (it still happens to the best of programmers) but it still crit.

...and then I met a group of Imps, used Sure Shot (at +254 Accuracy) on "Imp Shanker B" (one of the 300 HP ones), and it didn't crit.

The only buff it had on it was Guarded Stance, which doesn't stop crits and doesn't require a shield, but... maybe it does have one equipped? I didn't know tanky Imps were a thing, but I guess it's possible.

I guess, if you learn which of the enemies are crit-resistant, you could go in with a Petal and Sure Shot would make sure you have the Bless buff up at least half the time... the crit rate on enemies was still quite low with AoE attacks, but I usually got at least one crit with them when all enemies were up.
Impish Shankers are indeed counted as having shields, yup.

You know, I made my character a thief class, after that I had the Chrysanthemum Petal in my main hand and kunai in my off-hand and pair them the Kunoichi bodysuit and footwear, along with the Fan of Blades power.

All very thematic!

It's effective for most of the game, too. Sadly the Armor is a little low for Undermountain, and Fan of Blades does not synergize with the weapons as it uses neither and would thus not proc their effects.
