Cheats on browser

Is there a way to activate cheats on Browser? I've been trying for awhile now to no avail. I really only want to use the clowncar cheat so I could use some help.

1. Load Save.
2. Go to the Title Screen (Esc).
3. Click the 'i' in TiTS 3 times.
4. There should be a pop-up notifying that Cheats have been unlocked in the Options menu.

Works just fine for me, both the unlocking, and using the cheats themselves.

I started the game first, unlocked the cheats immediately, got myself some stuff, saved, and exited the game.

After enabling the cheat menu, you have to then go to the Options menu, where you'll find the Cheats menu on the side.
