Not A Bug can't get Olivia's first correction scene to proc

I have fucked her a couple times and can get the money scene to proc but not the throne scene

I will also mention I was on the tile at midnight as it is said it will proc that way and it still didn't

Check your save file for this flag OLIVIA_THRONE you should not have it if you didn't saw the scene. Also this topic is more of general question rather than bug

but it is a bug, I can't get it to trigger no matter what, here is my save so you can see that the flag should not be triggered and yet I can't get it to happen

If I assume correctly and this is the Olivia Throne scene (which uses the OLIVIA_THRONE flag), your missing a couple of steps based on the save you provided:
1 - It occurs in the Grand Hall of the Wayfort (not the Winter City)
2 - Occurs between 21:01 - 2:59
3 - Requires having sexed Olivia, which in this save says you haven't
