Cant get Gweyr to appear

Anyone know how to get have Gweyr appear. I read it said in the southern part of the glacier rift but i cant get them to to appear.

Have you finished the Harboring a Fugitive quest yet? Because of plot reasons, you have to do that before you can find her.

Need to do Centaur Dungeon before you can find her.

I also have the same issue. I have completed the centaur dungeon as well. Any ideas? Only thing I find in the zone is a tower but nothing is in there.
