Can't find Harru

I've beaten the main mission on Dhaal but I can't find Harru for the new TF. Is it a bug that I can't find him or is he not on Dhaal after the last mission?

she's located on the milk bar, the one with lyla and the cow-girls, she isnt present at all times and you need to go back from lyla's dialogue everytime you enter the bar

I've tried waiting at the bar multiple times and tried leaving the bar and even the planet but Harru still doesn't hasn't appeared. Is it supposed to be a very rare encounter?

not sure if there's something wrong or im missing a step, i was pretty sure she just showed up for me normally after the main quest
if you want to try the console try flags.HARRU_AT_ARAVOK = 1
but make sure you are in the right bar and finished the main quest
if even that doesnt work then probably a bug

I don't usually mess with the console, how do I pull it up?
